McGLASHAN, IV&lt;br /&gt;July 15, 1961 – March 27, 2011&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The Memorial Celebration will be April 9th, 2011&lt;br /&gt;Marin Center Veterans’ Auditorium, 10 Avenue of the Flags, San Rafael&lt;br /&gt;11 AM – the doors open at 10:30&lt;br /&gt;&lt;br /&gt;Marin County has lost a visionary leader with the untimely passing of Charles McGlashan, Marin County’s Third District Supervisor.  Charles died suddenly and tragically on Sunday, March 27 of an apparent heart attack in Lake Tahoe, a place to which he had deep family ties and had loved since boyhood. He is survived by his wife, Carol Misseldine, their dog, Bonnie, their three cats, their large family, as well as friends and colleagues too numerable to count who all greatly mourn his passing.&lt;br /&gt;&lt;br /&gt;Charles felt it was an honor to serve. He leaves a legacy of environmental stewardship that was inspired and passionate, as well as pragmatic. His many accomplishments during his short political career include the formation of SMART, the Marin Economic Forum and the Marin Energy Authority. He wrote legislation that banned polystyrene food take-out containers and single-use plastic bags. He championed underrepresented communities, and fought for fairness for all. His focus was on achieving true sustainability bringing equity, the environment and the economy into proper balance, meeting the needs of the present without compromising the ability of future generations to meet their own needs. He touched lives and inspired people throughout our community and beyond.&lt;br /&gt;&lt;br /&gt;We all have something to contribute to improving the world and he tapped that brilliantly.  If you want to know what you can do to honor Charles' memory, just pick up the trash along your hiking trail, walk or ride your bike to your town center, use public transportation and carpool, give up meat one a day a week, buy local and organic food, bring a reusable bag when you shop, generate less trash, use renewable energy, bring your own steel (not plastic!) water bottle to meetings, bring your own mug to the coffee shop and show up to champion good policies at  your local city and town council meetings and at this Board of Supervisors’ hearings, as well. Be considerate of others…and of the delicate balance of life on this planet.&lt;br /&gt;&lt;br /&gt;The District Three staff continues to serve the constituents of Southern Marin. His aides, Maureen Parton and Leslie Alden, carry out the work of the office and remain available at all times to the community for help with any County-related services needed.   Supervisor McGlashan's seat will remain vacant until the Governor of California appoints a replacement, who shall hold office until the election and qualification of a successor, per state law.&lt;br /&gt;&lt;br /&gt;Thank you for your understanding and condolences during this time. Governor&lt;/div&gt;&lt;div&gt;Debra Bowen, Secretary of State&lt;/div&gt;&lt;div&gt;John Chiang, Controller&lt;/div&gt;&lt;div&gt;Bill Lockyer, Treasurer&lt;/div&gt;&lt;div&gt;Kamala Harris, Attorney General&lt;/div&gt;&lt;div&gt;Dave Jones, Insurance Commissioner&lt;/div&gt;&lt;div&gt;Betty Yee, Board of Equalization (District 1)&lt;/div&gt;&lt;div&gt;Jared Huffman, 6th Assembly District&lt;/div&gt;&lt;div&gt;Tom Torlakson, Superintendent of Public Instruction&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Water Board District 4 (Mill Valley, Tam Valley, Corte Madera, Larkspur): Cynthia Koehler&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;BALLOT PROPOSITIONS:&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Local Measure S and T: Neutral&lt;/div&gt;&lt;div&gt;Citizens got angry and wanted to kill desal outright with measure T, but Water Board should have some room to study, via measure S.  Either way we would need to vote to approve building such a plant (good thing given the price tag and questions on the RO filters); we need to focus more on conservation.  I will probably vote for S.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 19: CDP - Neutral&lt;/div&gt;&lt;div&gt;Allows people 21 years old or older to possess, cultivate, or transport marijuana for personal use. Some good arguments for and against.  I will probably vote for this one in hopes that it will reduce crime and regulate the who issue better, taking away momentum from gangs.  But our Sheriff has good opposite arguments…still thinking on this one…&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 20: No&lt;/div&gt;&lt;div&gt;Removes elected representatives from process of establishing congressional districts and transfers that authority to recently authorized 14-member redistricting commission comprised of Democrats, Republicans, and representatives of neither party. Ballot measure funded almost entirely by a Republican billionaire.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 21: Yes&lt;/div&gt;&lt;div&gt;Establishes $18 annual vehicle license surcharge to help fund state parks and wildlife programs. Grants surcharged vehicles free admission to all state parks. Will set aside protected fund for state parks, thus protecting the local economies that depend on them.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 22: Yes&lt;/div&gt;&lt;div&gt;Prohibits the state from borrowing or taking funds used for transportation, redevelopment, or local government projects and services. Could impact state funding of schools and public safety.  But the State keeps failing to resolve the fundamentals of the budget governance by raiding local tax sources.  The State will remain broken as long as this is tolerated.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 23: No (Hell No!)&lt;/div&gt;&lt;div&gt;Suspends implementation of air pollution control law (AB 32) requiring major sources of emissions to report and reduce greenhouse gas emissions that cause global warming, until unemployment drops to 5.5 percent or less for full year. Funded by Texas oil companies and other oil interests who are known polluters. Will discourage state's new green economy.  Another stupid self-serving gambit by myopic corporations, similar to Prop 16 in June.  Sadly we’re watching the ruination of the proposition method for governance in California.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 24: Yes&lt;/div&gt;&lt;div&gt;Repeals recent legislation that would allow businesses to lower their tax liability. Ends $1.3 billion tax giveaway to corporations. Will help stop school and health care cuts.  Handout for pals at our expense, unnecessary for the economy.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 25: Yes!!&lt;/div&gt;&lt;div&gt;Changes legislative vote requirement to pass budget and budget-related legislation from two-thirds to a simple majority. Retains two-thirds vote requirement for taxes. Makes the state budget a majority vote like 47 other states, which will help end budget gridlock. Penalizes legislators for late budgets by docking pay.  It is critical to pass this, or the State Budget will remain broken.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 26: No&lt;/div&gt;&lt;div&gt;Requires that certain state and local fees be approved by two-thirds vote. These fees include those that address adverse impacts on society or the environment caused by the fee-payer's business. Would protect polluters from paying for the damage they cause.  Increases difficulty for the majority to govern.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Proposition 27: Yes&lt;/div&gt;&lt;div&gt;Eliminates 14-member redistricting commission. Consolidates authority for establishing state Assembly, Senate, and Board of Equalization districts with elected representatives who draw congressional districts. The next day, the Marin Energy Authority Board &lt;/span&gt;&lt;/span&gt;&lt;a href="http://www.marinij.com/marinnews/ci_14339086"&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;unanimously approved&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt; a five-year contract to begin supplying Marin residents and businesses with power. &lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse; "&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;Board President Judy Arnold acknowledges Charles's efforts at 40:30 and he gets a standing ovation.  Charles then delivers a stirring speech on the need to move forward. from Supervisor Charles McGlashan</title><content type='html'>Dear Friends,&lt;br /&gt;&lt;br /&gt;While relatively non-toxic twist ties will be used in San Rafael and northern Marin beginning in March, it became very clear last week that the State does, in fact, intend to spray in Southern Marin this summer. Here is the link to view last week’s State hearing on the County’s G-Channel:&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.co.marin.ca.us/G-Channel/Default.aspx"&gt;http://www.co.marin.ca.us/G-Channel/Default.aspx&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;I want the State to delay the start of aerial spraying and give the lower-impact twist ties a chance to work. I understand the need to protect our organic agricultural economy, but there are indeed concerns about the potential unintended consequences of spraying, and the chemicals that might be used. My office will do everything we can to ensure that what the state is proposing is indeed the best recourse for eradication. Our understanding is that the chemical used for aerial spraying is a synthetic pheromone inside a microscopic plastic capsule, and that this product is not recommended for use near water.&lt;br /&gt;&lt;br /&gt;I will advocate in the strongest possible terms for using the least toxic approach, as soon as possible, so we can avoid aerial spraying altogether. Southern Marin's environment has taken too many hits already in recent months. I will request that the State use the same twist ties in Southern Marin that they will be using in San Rafael in March. The good news, if there is any, is that we have until August to find a better method than spraying. has removed approximately 25,000 cars from our roads during the summer, reducing greenhouse gas emissions and improving air quality. &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;We are working hard on the &lt;/span&gt;&lt;a href="http://www.walkbikemarin.org/"&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Federal Bicycle &amp;amp; Pedestrian Pilot Program&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;, and are implementing path development, education programs and large capital projects all over Marin County.
